From Cultural Conquest II, heroes can evolve twice.
Adjusted the skills which are only effective in particular terrains to be more universal.
Unit formation is now saved and read in the server. Characters can share data in different clients.
Nobility increases players' Town and Defending Troops.
Increased the building amount and order cost of Huge Outpost, Stone Camp, War Outpost, and War Fort.
Increased the order cost of Large Arena and Forward Command Post.
Cities in the novice protection area can now be occupied by cities of the same faction.
